Dr. Raines was appointed by Governor Bill Haslam to serve as the Faculty Regent for the 2012-2013 year. Raines was born in Jackson, Tennessee and earned a bachelor’s degree from the University of Tennessee - Martin, and a master’s degree and Ph.D. from the University of Southern Mississippi.
He worked as a clinical psychologist in Texas and Tennessee for 25 years prior to beginning his career in college teaching. He is an Associate Professor at Jackson State Community College and is currently Chair of the Faculty Council. In addition, Raines serves as the Coordinator of the JSCC Honors Program and served on the college’s leadership team at the Tennessee Complete College Academy. He was awarded the NISOD Excellence in Teaching Award in 2008.
Raines serves on the Jackson Area Council on Alcoholism Board of Directors and provides psychological evaluations for local law enforcement agencies in addition to volunteering with the “Tennessee Nature Conservancy” - Hatchie River Projects. He enjoys canoeing, hiking and music.
Raines and his wife, Kate, reside in Jackson, Tennessee, and have three children.
