Technology Issues
A new TBR System-wide policy regarding the use of Information Technology resources is currently under consideration for adoption: Proposed IT Resources Use Policy.
1. Use of State owned IT resources for personal commercial activities
State law and State policy prohibit the use of State owned property for any personal for-profit activities. Examples of prohibited behavior include use of campus computers to send e-mail messages promoting an item for sale or posting commercially oriented material on a State maintained website (excepting advertisements sold by the on-line versions of Institution sponsored student newspapers). This prohibition applies to all TBR employees and students.
2. E-mail
Electronic mail sent, received, or stored on computers owned, leased, or administered by TBR Institutions is the property of the Tennessee Board of Regents and the State of Tennessee. As the property of the State, the content of such electronic mail is subject to inspection by State personnel. Furthermore, an employee's e-mail records may be subject to inspection by a citizen of the State of Tennessee under the State's Open Records Act (see TCA § 10-7-503).
3. Copyright
Pursuant to the Digital Millennium Copyright Act and to the TBR Internet Policy, complaints regarding allegations of copyright infringement involving TBR Institutions may be directed to the TBR Central Office (addresses shown under The TBR Internet Policy).
4. No unlawful use permitted
Persons making an unlawful use of TBR electronic systems shall be subject to Institutional disciplinary procedures, as well as any pertinent state or federal criminal and civil penalties. Examples of unlawful uses include dissemination of defamatory material, violation of copyright, and communication of obscene materials across state borders.
