Data Warehouse Designer/Developer
Description
The Tennessee Board of
Regents (TBR) has adopted Banner® by SunGard Higher Education as their
administrative software system for all of its six universities and thirteen
community colleges. This position will occupy a key roll in collaboratively
developing, implementing, modifying, and maintaining the data warehouse for the
TBR system office. A person in this position is expected to analyze source
systems and then develop, manage and maintain a data warehouse model for
reporting and decision support. The position is also responsible for employing
efficient modeling approaches suitable for an Enterprise Data Warehouse. This
person provides support in all aspects of data analysis and data movement for
the data warehouse environment. Preferred persons in this position should have
a thorough understanding of and successful working experience with the Banner®
administrative software systems or equivalent systems.
Typical Duties
Responsibilities

Analyze
data reporting needs for developing a System Electronic Data Warehouse using
administrative software suites, Operational Data Store (ODS), and various
data reporting tools

Work
closely with functional users at the System Central Office and collaborate
with TBR campuses to review needs, assist in extracting reports, and
forecast needs
-
Manage and
administer the TBR Central Office data warehousing and business intelligence
environment

Analyze
source systems by querying data and understanding database table
relationships

Ensure that data are cleansed/edited for
integrity of data maintained in the warehouse

Troubleshoot and resolve data issues
-
Work closely with the TBR System Office IT
department and campuses to ensure integrity of data including the design and
support of the data validation process and communicate database designs

Create and maintain ETL specifications and
other functions for Data Warehouse loading process including assisting with
ETL map development (e.g., target mapping) and production workflow
maintenance

Assist with determining appropriate key
structures, database views, and recommend index definitions

Work closely with DBAs, the Data Warehouse
Architect, and support staff to conduct performance and tuning and to
communicate database designs

Assist and coordinate with the TBR System
Office IT department in the development of security designs for the Data
Warehouse based on business requirements

Qualifications
and Experience
Education
and Experience: Candidates must possess a bachelor's
degree in relevant field and at least three years experience with data
warehousing, data analysis, data modeling, data administration or related
activities. A master’s degree with experience in institutional research, higher
education, or information technologies is highly desirable.
Background:
Candidates should show experience using SQL and
demonstrate familiarity with ETL development tools and skills related to the
use/maintenance of a metadata or repository system. Candidate must show
demonstration of strong analytical and problem solving skills. The candidate
must show a background in working with platforms/technologies such as
Unix/Oracle and with administrative software systems. Understanding of
institutional research is desirable. Evidence of excellent oral and written
communication is a must and ability to multi-task within a team-oriented
environment.

Assistant
General Counsel
Position Summary
Under the direction of the
General Counsel, the Assistant General Counsel acts as in-house Counsel to the central office and the System.
This position will provide legal advice to the Chancellor, Board, central office staff, and
institutional presidents, directors, and staff on a variety of legal issues.
Major Duties and Responsibilities
-
Researches pertinent laws, regulations and issues to provide legal counsel
to central office and all campuses in TBR System on a wide range of issues.
Provides written responses or opinions as requested.

Maintains current knowledge of legal areas pertinent to higher education to
ensure the provision of competent legal counsel, and assists in updating
general subject matter files.

Maintains appropriate correspondence and verbal communication with Vice
Chancellors, Vice Presidents for various offices, Human Resources and
Affirmative Action Directors, campus administrators, students and parents to
increase awareness of and resolve legal issues or problems.

Communicates with campuses, attorneys, other state agencies, etc, as needed
on issues such as EEOC, Affirmative Action, pending lawsuits, contracts,
employee grievance and harassment complaints, and institutional policies and
procedures.

Analyzes, reviews, and negotiates forms and contracts.

Reviews and drafts proposed central office and institutional policies, rules
and guidelines.

Represents campuses in cases filed under TUAPA.

Assists office of Attorney General in preparation for lawsuits, claims, etc.

Makes presentations to various groups on legal issues concerning higher
education.

Conducts training sessions and workshops on legal issues as requested.

Serves as staff person as assigned for various sub-councils. Prepares topics
and leads discussions of special interest of groups, as requested.

Assists with preparation of responses to EEOC complaints and sexual
harassment complaints.

Interpret federal and state law regulations as well as system wide policies.

Education and Experience
Must have J.D. degree and be
eligible for a license to practice law in Tennessee; at least two years of

Assistant Vice Chancellor of
Operations for Tennessee Technology Centers
SUMMARY DESCRIPTION:
This
position reports to the Vice Chancellor of the Tennessee Technology Centers and
assists the Vice Chancellor with activities related to administration and the
supervision of the 27 technology centers.
MAJOR RESPONSIBILITIES:
1.
Develop and provide the institutional and
support staffs with continuing education opportunities that will strengthen the
support staff, technical staff as well as the administrative and professional
staffs.
2. Serve
as administrator of the TTC Faculty and Non-Faculty Sick Leave Bank.
3. Serve
on the Student Services Sub-Council and act as TTC System-wide Coordinator of
Student Services and Financial Aid.
4. Serves
as MOA Coordinator for Tennessee post-secondary institutions. Conducts on-site
review in accordance with guidelines provided by the U.S. Department of
Education’s Office of Civil Rights.
5. Coordinator
of Carl D. Perkins Fund activities: Develop and submit to TDOE, the
Post-Secondary Plans; Collect, verify and summarize data relevant to the Perkins
Consolidated Annual Report (CAR); Submit CAR to TDOE in a timely manner.
6.
Determines Centers’ program performance
based on existing criteria (FTE,completion rates, placement rates); Conduct
program reviews.
7.
Maintain, update and provide advice
regarding TTC salary equity plan and the Directors’ compensation plans.
8. Serve
as the TTC first contact for student and public grievances, complaints brought
against any one of the 26 stand-alone TTC’S.
9. Coordinate
Annual Alumni/Employer Surveys
10. Prepare
portions of the Vice Chancellor’s presentation to the Board of Regents at the
Quarterly Board of Regents meetings.
11. Assist
TBR Central Office staff in coordination and submission of TTC IPEDS data.
12. Prepare
TTC contracts for services; Review processes and make recommendations regarding
individual TTC Contracts.
13. Prepare
revision to relevant TBR Guidelines and Policies as warranted.
14. Assist
the Vice Chancellor with other activities related to the Tennessee Technology
Centers as assigned.
RECOMMENDED QUALIFICATIONS:
Education/Training: The position requires a minimum of a Masters’ degree.
Background/Experience: A minimum of five years experience that includes
full-time administrative experience in a higher education setting.

Construction Management
Assistant Director
Facilities Development
The Assistant Director
assists the Director of Construction Management in monitoring progress of
construction projects and program, supervising others in direct administration
of projects and programs, and conducting construction management planning and
intervention. The program currently administers 100 construction contracts and
has over 130 projects currently in design.
Duties and
Responsibilities:

Provide value analysis
and constructability review on upcoming and ongoing construction contracts

Education and Experience Requirements:

Certifications from the Construction
Specifications Institute, or a Tennessee Contractor’s License, may be

Internal Auditor -
Tennessee Technology Centers
The
Tennessee Board of Regents System includes 6 universities, 13 community colleges
and 27 technology centers. The Office of System-wide Internal Audit reports to
the Audit Committee and the Board of Regents. The goal of System-wide Internal
Audit is to provide value and information to the Board and management of its
institutions that will result in improved operations. This internal auditor
position reports to the Director of System-wide Internal Audit.

Plan and perform audits of
technology center operations and programs.

Perform reviews of
technology center operations and programs to evaluate the efficiency and
effectiveness of internal controls, organizational structure, managerial
practices, policies and procedures and record-keeping practices.

Conduct and document audit
tests, complying with professional auditing standards. Audit tests will
include the verification of the completeness and accuracy of financial
documentation and other documents or system data to determine compliance
with Board policies and guidelines, state and federal requirements, and
grants or other contractual agreements. The auditor will examine such
documents as accounting reports, financial statements or other financial
reports, contracts, invoices, purchase orders, payroll records personnel
records and other records as appropriate. The auditor will examine system
transactions, reports, edits and other system data as appropriate.

Prepare written or oral
reports as necessary for the Audit Committee, Board of Regents and
management. Reports will include sufficient explanations of work performed
and matters identified during the audit as well as recommendations for
corrective action or improvement when indicated.

The Staff of the Tennessee

authority with responsibility for all aspects of campus administration. The TTC
at Memphis offers 26 full time programs and served approximately 1,558 students

by the Council on Occupational Education; the Center's operating budget is

The Tennessee Board of Regents (TBR)
is the nation's sixth largest higher education system, consisting of 45
post-secondary educational institutions. The TBR system includes six
universities, 13 two-year colleges and 26 technology centers, providing
programs to over 180,000 students. The institutions in the TBR have adopted
Banner® by SunGard Higher Education as their administrative software system
at all of their college and university campuses. This position will occupy a
key role in collaboratively developing, implementing, modifying and
maintaining the Banner operational data store/enterprise data warehouse
(ODS/EDW), and associated other applications.
Position Summary:
Working
closely with the colleges and universities in the TBR, the incumbent will be
responsible for development, implementation, maintenance, enhancement, and
support of the Banner ODS/EDW
administrative application system(s). This position will coordinate with the
campus personnel and their IT leadership to ensure that their locally
installed Banner ODS/EDW instances are compatible with system and local
requirements. This is an important IT role that is responsible for the data
modeling, ETL processing, and administration of the ODS/EDW across the
system. Additionally, it will be essential to provide guidance and
assistance for the collective ongoing strategy to maintain and support
system wide ODS/EDW requirement, develop metrics, KPIs, scorecards and
dashboards.
