Competency-Based Education

Competency-based Education is a pedagogical approach to designing courses where students are expected to demonstrate competencies aligned with clearly defined learning objectives. Demonstration of competencies is achieved through reliable and authentic assessments created by the course designer/instructor course competencies are the skills, knowledge, processes, and/or procedures that a learner can perform after completing the course modules. Relevant learning activities are aligned to course competencies and performance assessments.

In support of advancing competency-based education, the Tennessee Board of Regents has created a CBE certification course for TBR faculty interested in learning the basics of CBE course design. The goal and purpose are to design your own competency-based course within six weeks.

All participants in the CBE certification course will be guided on how to apply the competency-based course design process to their own course(s). The training course is designed to prepare course developers/participants to write course competencies, designate performance expectations, select or develop assessment tasks and checklists/ rubrics, and design learning plans.

In the training course, faculty will work on the design documents for one course with their own learning plans, assessment tasks, and rubrics. The program also offers weekly live meetings guided by an instructional designer.  A competency-based education (CBE) facilitator will be available weekly (or as desired) to coach, guide, and encourage faculty to apply concepts and principles of the CBE course design model to their course project. Participants will:

  • Apply active learning principles
  • Design or revise course competencies,
  • Design performance assessment tasks with criteria or performance standards
  • Create a course map or alignment table for a CBE course
  • Design unit learning objectives.
  • Design learning plans with learning activities

Upon completion of the course and learning plans, faculty will receive the certification.

2021 CBE Conference Information

The first Competency-Based Education (CBE) Statewide Symposium will be offered on 2 dates, February 23, 2021, and April 30, 2021, for your convenience. Each symposium will be identical and you only need to indicate your preference for which date to attend when registering below.

This is an opportunity for faculty, staff, and administrators to come together to hear best practices in competency-based course design and assessment. The keynote will be provided by the Worldwide Instructional Design System Team or WIDS, a pioneer organization that has focused on designing sound performance-based course programs with an emphasis on mapping competencies and building assessments since 1994.

Breakout sessions will include presentations focused on the CBE certification course and strategies for managing a shift to competency-based education courses and programs. Faculty and staff with an interest in competency-based courses at their institution are encouraged to participate in this symposium.

Early bird registration for the April symposium ends April 9th. The deadline to register is April 23, 2021.

  • The first 30 early-bird registrations will be eligible for a book from our conference coordinator.

Registration for the symposium has closed. Please contact heather.brown@tbr.edu for late registration.
