Designers Manual Revisions
The Tennessee Board of Regents, in cooperation with THEC, UT system, APSU, ETSU, MTSU, TSU, TTU, UoM and the Office of the State Architect, updated the Designers Manual to be used on all future State of Tennessee higher education projects. Designers Manual Chapters, Administrative Forms, and Standard Bidding and Construction Documents for Design/Bid/Build projects have been updated effective October 2018 and published by TBR in December 2018. The Standard Bidding and Construction Documents for CM/GC and non-construction projects are currently being updated. In the interim, the current TBR Standard Bidding and Construction Documents for CM/GC and non-construction have been included in the 2018 Designers Manual.
Application of the 2018 Designers Manual
Effective January 1, 2019, all TBR projects will require use of the 2018 Designers Manual and all associated documents. For projects with approved CDP documents bidding in January/February 2019, use of the 2018 Standard Bidding and Construction Documents from the 2018 Designers Manual is required, but submitted forms and checklists from the prior TBR version Designers Manual may be acceptable. For clarifications or specific instructions, Designers should contact their TBR Project Manager.
Application of the Designers Manual (TBR prior version)
Projects with successful bids before January 1, 2019, will continue using the previous version of the Standard Bidding and Construction Documents including all associated forms and checklists.
Updated HPBr and new Team Evaluations (2018)
Projects that have 2018 SBC numbers (example 166/xxx-xx-2018) must follow the May 2018 High-Performance Building Requirements (HPBr) and the new Team Evaluation process. The guidelines and requirements for the HPBr and the Team Evaluation process can be viewed on the State Architect’s website.
