Perkins V legislation dramatically changed how state and locals utilize federal, state, and local funds for career and technical education. There are four primary components that determine how locals will utilize Perkins funding each year. The attendee will learn about how the Consolidate Annual Report (CAR), Program Improvement Plan (PIP), Comprehensive Local Needs Assessment (CLNA), & the Uniform Grant Guidance (UGG), relate to the Basic Grant Application & how each puzzle piece must be in place in order to effectively enact a complete Perkins program.

Presentation 2: Wednesday May 7, 2025: 1:15 - 2:15 p.m. Perkins Monitoring: Learning to monitor like an auditor Part 1:
Tennessee Post-Secondary will discuss their state's method for Perkins monitoring and the components built into the monitoring instrument, feedback rubric, & corrective action plans that have made two consecutive, clean USDOE federal audits for the State of Tennessee. USDOE performs Perkins audits of different states each year. The attendee will learn the expectations of the legislation related to monitoring and helpful tips to build into monitoring templates to ensure that all criteria are met.
