Institutional Reviews
The Tennessee Board of Regents (TBR) is required by the U.S. Department of Education to conduct civil rights compliance reviews of postsecondary institutions that receive federal education funds and offer career and technical education programs. The purpose of the review is to ensure that postsecondary institutions are providing access to educational programs in compliance with the requirements of the federal civil rights statutes. Those statutes include the following:
- Title VI of the Civil Rights Act of 1964 (covering race, color, national origin)
- Title IX of the Education Amendments of 1972 (covering sex)
- Section 504 of the Rehabilitation Act of 1973 (covering individuals with disabilities)
- Vocational Education Programs Guidelines for Eliminating Discrimination and Denial of Services on the Basis of Race, Color, National Origin, Sex, and Handicap of 1979
Institutions are selected based on a ranking system that includes but is not limited to the following: student population by sex and race; number of career and technical education (
Institutional reviews may consist of 1) a desk audit of applicable institutional documents 2) interviews with CTE students, faculty, staff and administration, and 3) an accessibility tour of the facilities where CTE classes are held and common areas that CTE students must use while participating in the program. The TBR Office of Student Success with the assistance of various campus representatives conduct institutional reviews.
The intent of this process is to assist the institution in meeting applicable civil rights requirements and to offer technical assistance if, and when, corrective actions are needed.
