Annual Enrollment Transfer Period
Annual Enrollment is your chance to choose your Partners for Health plan benefits or make changes in your selections that are effective as of January 1, 2027. Our Annual Enrollment period this year is October 1 - 16, 2026. Updated information is underway!
For MOST benefits*, if you don’t want to make changes, you don’t have to do anything during Annual Enrollment. If you’re enrolled now and don’t make changes, you’ll continue enrollment in the same plan options for medical, dental and vision products, and you’ll pay 2027 employee premium amounts. The exception to this is FSA accounts. *Flexible spending accounts require you to enroll each year
During the annual enrollment transfer period, Tennessee Board of Regents employees may do the following:
- Choose your health insurance option
- Choose your health insurance carrier and network
- Enroll in, cancel or transfer between dental options (if eligible)
- Enroll in, cancel or transfer between vision options (if eligible)
- Enroll in or cancel optional accidental death and dismemberment (AD&D) coverage (if eligible)
- Apply for, cancel, increase or decrease optional term life coverage amounts (if eligible)
- Enroll in Flexible Benefits - (enroll annually)
- Enroll in short-term disability insurance
- Enroll in long-term disability insurance

All eligible employees are sent information on available healthcare options, premiums, a listing of benefits charges, service areas and vendor changes for the upcoming year.
The options you choose during the enrollment period take effect the following January 1. After annual enrollment, in most cases you can only add or cancel coverage if you lose eligiiblity or have a qualifying event or family status change during the year.

Benefit Changes for 2027
In 2027, you’ll have the choice of the same three health plan options:
- Premier Preferred Provider Organization,
- Standard PPO and
- Consumer-driven Health Plan.
For the PPOs, there will be no increase in health plan copays, deductibles or coinsurance. For the CDHP, there will be an increase in deductibles but no increase in coinsurance.
- Dental and vision premium rates and benefits will not change next year. The same carriers will administer these benefits.
- Optum Behavioral Health: All state and higher education employees, and enrolled health plan members and eligible dependents will now get up to eight short-term counseling visits, per problem, per year, per individual at no cost.
- Short Term Disability: coverage will stay with MetLife. One STD plan will be offered in 2027. If you are currently enrolled in STD options A or B, you’ll automatically move to the 2027 STD plan unless you cancel this coverage
- Long Term Disability: The state pays 100% of the monthly premium for long-term disability. One LTD plan will be offered in 2027, and all eligible employees will be automatically enrolled.
- Life insurance premium rates and benefits will not change next year.
- The flexible spending account and health saving account administrator will continue to be TASC. Employees must reenroll in FSAs each year during Annual Enrollment if they want to participate. HSA enrollment rolls over year to year.
- In the Sharecare wellness program, enrolled health plan members will be able to earn an incentive for participating in the Unwinding Anxiety program. Five wellness challenges will offer incentives instead of four.

Disability Insurance - 2027
- Eligible central state government and state higher education employees hired after Jan. 1, 2024, will be automatically enrolled into long-term disability option 3 in Edison for coverage effective on the first day of the month following the completion of one full calendar month of employment. This is guaranteed issue coverage, and employees won’t have to answer medical questions.
- The coverage for higher education employees cannot be waived because it is 100% employer paid.
- For higher education employees, long-term disability coverage options 1, 2 and 4 are also available, but employees are responsible for 100% of the premium.
- For higher education employees, benefits received from long-term disability option 3 are considered taxable income and will appear on your W-2 because the premiums are paid by your employer. Benefits received from short-term disability or long-term disability options 1, 2 or 4 are not taxable income because premium payments are deducted post tax and paid by the employee.
